Dr. Lisa Rochford youth and adult assessments

Lisa Rochford, Ph.D.


Licensed Clinical Psychologist / Independent Contractor

Dr. Lisa Rochford has practiced in Virginia since 2005, in Salem, Staunton, and now in Williamsburg. Her background includes working with children, teenagers, college students, and adults.

Dr. Lisa graduated from Davidson College and the University of North Carolina at Greensboro. She studied attachment and ADHD at UNCG and was a student director of the ADHD Clinic there. Her doctoral internship was with the Virginia Beach City Public Schools, and her residency was with a registered play therapist, mainly serving children in the foster care system.

She served in leadership with the Virginia Association for Play Therapy and, for several years, was a faculty member with the Department of Child and Adolescent Psychiatry residency program of the Virginia Tech Carilion School of Medicine in Roanoke.

A mother of three boys--2 in college and one in elementary school!--Dr. Lisa likes to keep up to date on ALL the developmental stages.

Dr. Sarah Anderson youth and adult evaluations

Sarah Anderson, Psy.D.

Licensed Clinical Psychologist / Independent Contractor

Dr. Sarah Anderson joined Oceanside Evaluations as an independent contractor after relocating from the Chicago area.  Dr. Sarah is a clinical psychologist and earned her Psy.D. from The George Washington University in Washington, D.C.  She has experience providing psychotherapy and assessment services in a variety of settings including schools, hospitals, community mental health centers, and in private practice.  After living in many places (both in the US and overseas), Dr. Sarah and her family are enjoying their time in Williamsburg.

Kris Toy psychological evaluation and D&D Therapy

Kristopher Toy, M.S.

Clinical Psychologist

Kristopher Toy, MS  is a clinical psychologist with over a decade of working with developmental disorders and mental illness. He earned his master's in Clinical Psychology from Brescia University and is embarking on earning his PsyD in School Psychology from Capella University. Blending both perspectives with a touch of geek therapy helps to ensure the needs of his clients are met with a strength-based focus. His background includes working with children, teens, college students, and adults.

Michelle Midnight ASD and educational testing psychologist

Michelle Midnight, Ed.S.

School Psychologist

Michelle Midnight is an independent contractor under the direct supervision of Dr. VanSkiver with Oceanside Evaluations. She brings great experience working with a variety of school systems and various age groups to the practice. Michelle works with many of our youngest clients and also enjoys helping adults with ADHD screeners. She is a mother and wife and enjoys calling Williamsburg home.

McMahan learning disability and neuropsych evaluations

Morgan McMahan, Ed.S.

School Psychologist

Morgan McMahan is a school psychologist with experience working in public schools in Texas. She is also working on earning her School Neuropsychology Post-Graduate Certification, which will allow her to better integrate neuropsychological principles into her professional practices. She earned her undergraduate degree in psychology from Texas A&M.

R Goolsby Virginia Educational Evaluations

Rwanda Goolsby, M.A.


School Psychologist

Rwanda Goolsby is part of the Oceanside Evaluations team because she came to appreciate what we offer the community through her interactions with OSE at her full-time position as a school psychologist in York County. She earned her undergraduate degree in psychology at North Carolina A&T State University and her Masters in School Psychology from Western Carolina University. She brings over 25 years of experience in public schools, having worked in Newport News and York County Public Schools.  While Rwanda is from North Carolina, she now calls the Hampton Roads area home. She is the proud mother of 2 daughters, one in college and another in high school. She enjoys spending time with her daughters and attending outdoor music and food festivals.

Lisa Velardi, B.S.

Psychometrist

Lisa Velardi joined our practice after relocating to Williamsburg from Delaware, where she taught middle school language arts for 20 years. Lisa is highly skilled in psychological and educational test administration. She is a psychometrist whose main focus at Oceanside Evaluations is administering assessments with our clients.

Lisa and her husband, Bill, have two daughters who both attend college out of state. Lisa is an avid theater nerd and enjoys acting, singing, directing, and watching live theater. She shares her home with her two Shih Tzu babies, Ruby and Ollie.

Virginia Educational and Psychological Assessments

Kym Smith, B.S.

Practice Manager

Kym Smith is the Practice Manager at Oceanside Evaluations, where she oversees the business side of Oceanside’s practice. She works with our clients throughout their individual assessment process. 

During her time at Oceanside Evaluations, Kym has been recognized for excellence in organization and having a clear vision of our mission. She was a stay-at-home mom helping her kids navigate school when she agreed to help Oceanside so that our psychologists and psychometrists could focus on the clients’ assessments and reports.

She earned her degree from Radford University and still enjoys spending time in the mountains, especially hiking. She and her family moved back to the Virginia Peninsula to be closer to her extended family. Outside the office, she enjoys graphic design, watching musical theatre, track meets, and photography.

Dr. Annie VanSkiver is the owner/founder of Oceanside Evaluations, where she leads the OSE team in the vision to provide the highest quality assessments in the greater Williamsburg/ Hampton Roads area. On a mission to elevate the expectations of the assessment process in a comfortable setting, she is focused on creating a team that helps individuals understand themselves better and families get useful recommendations leading to the support needed to assist their unique family members.

Dr. Annie is a trusted clinical psychologist with more than 19 years of experience. Dr. Annie works with our psychologists to help provide individuals and families with a thorough and efficient assessment process that gets them from “What’s wrong?” to “Here is what we do now.” She is a Certified School Psychologist and has been a Licensed Clinical Psychologist in the Commonwealth of Virginia since 2013. She is a part of the FAPT (Family Assessment & Planning Team) in James City County. While working in the field of forensic psychology, her son needed an evaluation, which showed her that this area had no high-quality and time-friendly assessment center. 

When not working at Oceanside, she is dedicated to making the world more accepting of others. She enjoys spending time with her husband, who is a teacher, kids, and dogs. She serves on her homeowners’ association board and is active in other community events. She grew up near Oceanside, New York, but thoroughly enjoys making Williamsburg her home.
